The US government has blocked any action to stop Israel’s slaughter in Gaza at the UN Security Council.
The UN has a mechanism to overcome this: Uniting for Peace. It requires a two-thirds vote in the UN General Assembly, where it’s one country, one vote. And there are no vetoes. It was used to demand sanctions on apartheid South Africa in the 1980s. It was also successfully used to create a peacekeeping force in 1956 after Britain, France and Israel invaded Egypt and Gaza.
On September 18, 2024, the General Assembly demanded that in one year Israel withdraw from the occupied territories, including Gaza. Instead of complying, and adhering to the orders of the International Court of Justice in the Genocide Convention case, Israel has accelerated its genocide.
Uniting for Peace can be used to:
- Demand all states adopt comprehensive sanctions and a military embargo against Israel.
- Create an armed UN protection force for Gaza to ensure humanitarian aid. Such a force could be made up of countries which have attended meetings of the Hague Group. The president Ireland has made a similar calls.
- Reject the UNGA credentials of Israel, as the UNGA did in the case of apartheid South Africa and revive the UN’s anti-apartheid mechanisms.
- Establish a criminal tribunal.
If the UN can’t do this two years into a livestreamed genocide, what is it for?
The president of Colombia has said he will introduce such a resolution. We don’t need more rhetoric. Nor do we need schemes like the French-Saudi “stabilization force” — another layer of oppression for the Palestinians. Instead, we need to immediately have a resolution using Uniting for Peace to overcome the relentless U.S. veto at the Security Council and stop Israel with concrete measures.
